Durham Square Commercial / Retail Site Development

Durham Square showcases Westlake’s integrated land use planning, civil engineering, construction administration, and land surveying teams. Located at SW 74th Ave. and SW Durham Rd. in Tigard this 3.4-acre site was ultimately developed as a two building commercial/retail site.

Westlake ensured pedestrian access between the public crosswalk and sidewalk areas to the private site. All pathway design met ADA standards. Adjacent to Fanno Creek, the project required careful consideration of Tigard development code for sensitive lands area setbacks and environmental considerations. Our site design integrated stormwater facility design, site grading, and retaining walls.

Westlake also provided consulting services for the creation of 100 feet of public street improvements, incorporating new ADA ramps and pedestrian access. A pedestrian refuge island was designed into the new commercial site driveway entry to enhance safety and accessibility.

The Westlake team providing planning (land use review through application process, and a sensitive lands review for adjacent Fanno Creek). The resulting lot partition allowed design for two buildings (11,250 & 9,750 SF).

We provided comprehensive civil engineering services (preliminary site design to final engineering construction documents), permitting services, and construction administration. Surveying included the topographic design survey, partition plat creation, and construction staking to the general contractor.

This project required close coordination with multiple stakeholders, including PGE, NW Natural, Union Pacific Railroad, arborists, geotechnical experts, Old Castle (for stormwater vaults), Frontier, and City of Tigard staff.
