Oswego Lake Country Club – Land Use Approval

 

Westlake was asked by the Oswego Lake Country Club (OLCC) to assist with creation of a 2-acre parcel within an under-utilized area of OLCC property. Westlake advised OLCC regarding land use and property development strategy, the bid solicitation process, and drafted terms of a development agreement for OLCC use.

Our planning division’s preliminary research of the City’s procedural options included exploration of both Lot Line Adjustment and Minor Partition strategies. Ultimately it was determined that to accomplish the OLCC’s goal, a Minor Modification of a Conditional Use Permit (CUP) would also be involved along with a Minor Partition. We conducted code research for CUP modification and partition applications, attended a pre-application meeting with the City, coordinated neighborhood mailings, signs and notices, and prepared the land use application narratives and submital.

Following approval of the land use application, Westlake’s planning division assisted OLCC through a land use approval involving Historical Design Review for the clubhouse, which included conducting a neighborhood meeting. (The clubhouse was first constructed in 1924 and underwent a major remodel in 1994). We also coordinated land use and permitting efforts for the construction of a pedestrian bridge located near the 8th hole of the golf course. We worked closely with OLCC and City staff (building department, arborist, and erosion control), as well as with the project structural engineer and environmental consulting firms for bridge design and permitting.

Westlake also provided civil engineering support, boundary and topographic mapping, production of the final plat map, and construction surveying for the OLCC to support these land use planning efforts.
