PGE Integrated Operations Center

Portland General Electric’s new state-of-the-art building in Tualatin is now home to its Integrated Operation Center (IOC). The new $207 million facility is situated on 43-acres and provides office space for over 250 employees in its 108,000 sq ft building. The IOC centralizes PGE’s mission-critical operations and includes the Systems Control Center, cyber security, physical security and network security in one location. It also features redundant utility services allowing the IOC to operate in isolation for up to two weeks.

The new center was built with resiliency in mind and has the ability to keep the flow of power to customers despite manmade or natural disasters. One of the major elements of the center is its design intended to withstand up to a 9.0 earthquake using a seismic base isolator system. Base isolators deflect seismic energy by decoupling the structure from the ground motion using a flexible or sliding interface. This allows the building to sway, rather than shake, allowing the building to maintain structural integrity. WCI’s industrial measurement team provided as-built surveying for the isolator pads to ensure proper placement per design specifications.

WCI first began work on the IOC in 2019 providing a variety of construction surveying services for multiple contractors. Survey responsibilities included establishing and verifying project control, performing office and field QA/QC tasks, and construction staking for the facility and adjacent improvements to SW Itel St., SW Blake St. and SW 120th Ave.
