Westlake provided land use planning, civil engineering, and surveying services for a long-term Client in support of this two-phase plat in North Plains, Oregon. The first part of the project began with a Comprehensive Plan Zone Change and included 27 single-family residential lots. Site grading design included considerations to ensure compatibility with adjacent future commercial development, and included a retaining wall along the entire western edge of the site.

This property also involved floodplain permit approvals. A balanced cut and fill approach was used by Westlake’s civil designers, followed by topographic surveying performed by our survey team. Construction was completed in 2017, and Westlake submitted to FEMA to amend National Flood Insurance Program (NFIP) maps.

Currently, our planning division is working with the Client to deliver the second phase of the subdivision development —  20 lots to be located to the the east and north of the first plat. Floodplain issues continue to be a challenge in this second phase. McKay Creek traverses the site, and site planning includes consideration of wetlands. Our team is working collaboratively to meet design and planning challenges related to the City of North Plains 75-foot stream buffer requirement, wider than the typical 50-foot buffer required by Clean Water Services. As of early 2018, the project is pending Civil Design approval from the City.
