Westlake has provided land survey support for Bonneville Power Administration (BPA) projects throughout the Pacific Northwest since the early 1990’s. Recent projects have included Records of Survey and a Property Line Adjustment for three substations in Oregon.
For one substation, a Record of Survey was needed on the boundary of an existing parcel of land containing approximately 91 acres of land owned by BPA in Washington County, Oregon. This substation had not had monuments previously set at the boundary corners. Westlake successfully completed a Record of Survey, performing research and reconnaissance, location of field ties, mapping, analysis, and project administration.
The objective of a second substation project was to perform a Record of Survey on the boundary of the substation, and all contiguous fee owned parcels of land owned by the US Dept. of Energy (DOE) and BPA, along with some parcel easements. Westlake performed Rapid Static GPS observation and located some internal property corners using RTK. Processing solutions included OPUS-RS. Final deliverables included a Record of Survey filed with Linn County, and AutoCAD drawings to BPA, including of the final cadastral breakdown and existing boundary determination.
Westlake performed a Property Line Adjustment (PLA) for a third substation to add a 50’ wide strip of land along its westerly boundary. This substation, located in Sherman County, was slated for expansion, and additional property was required. Westlake successfully completed the PLA for half of the contracted fee. Tasks included research, monumentation, descriptions, Record of Survey, and administration and project management.
